Summer Financial Aid Prior to
Initial, Full-Time Enrollment
During the 2004 legislative cycle, the NCAA Board of
Directors adopted permissive legislation to allow institutions to provide
athletically related financial aid to qualified prospective student-athletes the
summer prior to initial full-time enrollment. The Board did, however, agree that
this permissive language should only be awarded to a specific pool of qualified
prospective student-athletes. In response to the Board's request to define the
pool of prospective student-athletes that could receive such aid as of May 1,
2005, the NCAA staff developed four options for review by the Management Council
and Board of Directors. In July 2004, the Management Council reviewed the
options but did not take action. A committee will be established to review the
options in more detail and provide a report to the Board of Directors at the
August or October meeting.
Below are the four options outlined for the purpose of defining the pool for
summer financial aid prior to initial, full-time enrollment that will be
reviewed by the committee:
Option 1:
Provide institutions the autonomy to develop specific, non-athletically related
criteria for use in identifying prospects that would benefit from summer
enrollment prior to their first full-time academic year.
Option 2:
Identify a consistent, national standard academic profile, based on predicted
first-year academic success, which would be applied by every institution to
determine eligibility for receipt of athletics aid during the summer term
immediately prior to initial, full-time enrollment.
Option 3:
Permit institutions the opportunity to select all summer athletics aid
recipients without qualifying guidelines, but limit the amount of athletics aid
awarded to not more than 20 percent of the incoming freshman class within each
sport.
Option 4:
Combine a sport-by-sport limit of the total amount of summer athletics aid
awarded with non-athletically related criteria for selection of prospective
student-athlete recipients.
